While not a strict failure of success criterion 2.4.4 Link Purpose, it is considered best practice to indicate such unexpected behavior. Using visual and text content in expected ways, ensures good user experiences, not only for users of assistive technology but for all users. In this realm, the differences of links <a href="..."> and buttons <button> usually are indicated visually. Clicking a link, a user expects moving to a new resource. Clicking a button, a user expects to (usually) stay on the resource and performing an action, like opening a dialog window, adding a product to a cart, expanding/collapsing accordion items, etc.
