Hovering interactive element adds visual indicator that does solely rely on color to be differentiated from default state and color contrast ratio of default and hover states does not meet minimum required 3:1 color contrast ratio.

Remediation Notes

Side note: the "link" has no href attribute, removing any functionality from the wanted link. This also is a failure of 4.1.2 Name, Role, Value. Ensure, all HTML <a> elements have a non-null href attribute set.
