Opening collapsible item can obscure underlying focused elements (partially AND completely).

Since the collapsible cannot be collapsed via ESC in that situation, the underlying element cannot be made visible without removing the keyboard focus from it.

Remediation Notes

Collapsible elements must be made accessible. The content must reflow to incorporate the expanded item.
